CURRENT OREGON RESPONSE
Attorney General Dan Rayfield
AS OF 2/14: Oregon and 13 other states sued on 2/13 challenging the unlawful delegation of executive power to Elon Musk. The lawsuit argues that President Trump has exceeded his authority and violated the Appointments Clause of the United States Constitution, by creating a new federal department without Congressional approval.
AS OF 2/13: Oregon and 21 other states sued on 2/10 to block Trumps EO to drastically slash the amount of National Institutes of Health (NIH) research funding.
Trump’s order has been temporarily blocked by a federal judge ahead of a full hearing on 2/21.
AS OF 2/13: Oregon and 19 other states challenged in court Elon Musk and the Department of Government Efficiency’s (DOGE) ability to access Treasury Department databases containing citizens’ Social Security numbers and bank information.
Access to sensitive information has been temporarily restricted pending a hearing on 2/14.
AS OF 2/14: AG Rayfield, 3 physicians and Washington / Minnesota sued that Trump administration over an EO cutting off federal funding to hospitals that provide gender affirming care.
Trump’s order has been temporarily blocked by a federal judge.
AS OF 2/13: Working with all Democratic attorneys general across the country on a lawsuit to block the Trump administration’s funding freeze meant to be filed by the end of the day, although he said it wasn’t clear yet in which state the lawsuit would be filed.
The president rescinded the memo on 1/31, just before a federal judge blocked the memorandum. Trump is appealing to the First Circuit to seek a stay of the judge’s decision.
AS OF 2/13: Attorney General Dan Rayfield signed on to a multi-state lawsuit challenging Trump’s executive order ending birthright citizenship, which violates the constitutional rights to which all children born in the U.S. are entitled.
Trump’s order has been temporarily blocked by two federal judges. The federal administration is appealing to the Ninth Circuit and hopes to override the decision during the appeal process.

DEC 2024: Recommended budget 2025 – 2027 budget includes $7 million to help immigrants living in the state navigate the immigration system and find legal representation as Trump vows to deport hundreds of thousands of immigrants and potentially threaten sanctuary cities.

AS OF 2/13: Local nonprofit of Lutheran Community Services joined a lawsuit on 2/10 to challenge Trump’s EO to stop the resettlement of refugees across the U.S.
